Many people who would need a payment plan in the US can cover a Turkey package from savings, even after flights (about $700–1,300 round trip from the East Coast).

HSA and FSA funds
Hair transplants for pattern hair loss are generally treated as cosmetic by the IRS (Publication 502), so HSA/FSA funds usually can't be used. Ask a tax advisor about your case.
